The district covers 29 acres and is bounded roughly by University Avenue to the south, 19th Street to the north, Austin Avenue to the west, and Main Street to the east, immediately adjacent to Georgetown's downtown courthouse square.
The district contains 81 structures, of which 70 are classified as contributing to the historic character. Most residences were built by Charles S. Belford's Lumber Company. Belford, a prominent local lumberman and master builder, personally supervised construction. The district chronicles residential development from the 1870s to the 1930s and includes architectural styles such as Queen Anne, Prairie School, Late Victorian, Bungalow/Craftsman, and vernacular L-plan and modified L-plan houses. The W.Y. Penn house (1895, Queen Anne style) has been a Texas Historic Landmark since 1975.
The district is subject to Georgetown's Historic Overlay District zoning under the Unified Development Code (Section 4.08).
